The Power to Change

In March, 2003, the Low Institute inaugurated a new program aimed at youth-at-risk and the chronically underserved ex-prisoner population. Kellogg Foundation) and programs that serve probationers and parolees. Discussions are underway with the Cook County criminal justice system.
